Check out issues with chloramines being added to water supplies. We have a dechlorinator for them.
Chloramines don't evaporate like chlorine.
Broken Arrow water supply is also switching to chloramines the middle of May, 2013. Be prepared.
Treat your koi for parasites. If a fish doesn't feel good, parasites are likely overpowering its immune system.
